It’s early February and temperatures have been well below freezing for a week, but on this evening Metro’s parking lot bustles with cars, winter-clad people moving quickly toward the school doors. Students and parents sign in and are handed a small cardboard box that contains a remote control before taking a seat in the chair-loaded school cafeteria.
